The bid follows an initiative by the Midland Heart Housing Group which has an estimated 70% of homes with pre-payment meters, preferred by people on fixed or low incomes.
Housing Association homes average 30% pre-payment gas meters and 43% pre-payment electricity meters, compared with 10% and 16% respectively for all homes.
The National Housing Federation campaign has been aligned with another initiative by energywatch who are leading a coalition of consumer groups and charities, calling for energy suppliers to stop charging more to those on low incomes.
Around 5 million people are housed in 2 million homes, supported by 1400 independent not-for-profit housing associations, all represented by the National Housing Federation.
